Not long after I began work in East St. S. Congress passed and President Bill Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The news gripped the attention of social scientists, social service agencies, residents, and local officials and started a panic among many, as we all wondered about and thought through its implications for all levels. In response to the new legislation, the State of Illinois sponsored several public meetings in East St. Louis and elsewhere in the state in an attempt to educate welfare recipients, agencies, and workers about the changes in policy and related organizational changes to public agencies.

Yet, despite research reports and media presentations that place black Americans primarily in the poor urban core, this population, too, was also among those who chose to live outside central cities. According to Andrew Weise, in Places of Their Own: African American Suburbanization in the Twentieth Century, “During the Great Migration of the 1910s and 1920s, one in six African American migrants to the urban North moved to a suburb. In the South, black residence on the urban fringe was even more widespread; in fact, it was characteristic of the region before World War II.

Stern cites other factors: a booming economy’s demand for new workers, a federal welfare state forged during the 1930s, and union desegregation. With these new civil and purchasing powers, African Americans increased their financial and intellectual contributions to local, regional, and national policies and politics, furthering a climate of racial and economic reform. Their hard-earned dollars contributed to the building of county buildings, the beautification of parks, and the development of public schools.
